Perween's analysis began with a careful documentation of the existing water supply and distribution conditions, mapping in detail the sources of water supply in Karachi and who ultimately received water services. It was her belief that an analysis of any development plan should begin with a description of baseline conditions, which needed to be done with the community members as a vital part of what Perween called "Action Research". This was essential as it created a knowledge base for the poor communities so see what they already have and what they do not. Indeed, it leads to far greater empowerment and capacity than with being told what it is that a community needs. This is the crucial first step of knowledge based advocacy.
In creating the knowledge base for water supply and the injustice perpetrated by the authorities who controlled the supply Perween up ended a huge empire and this did not well with the water mafia in Karachi.
